Netarts Emergency Response Volunteers (NERV)


The Netarts Emergency Response Volunteers (NERV) group formed in March of 2025 following a series of Community Talks hosted by Nan Devlin and the Tillamook Coast Visitors Association. Our goal is to support people to be as prepared as possible to be their own first responder in an emergency because once a disaster strikes, the time to prepare has passed. We will all rest easier knowing we are prepared – individually and as a community – to turn a disaster into a manageable event.

More than 95% of First Responders in Tillamook County’s seven fire districts are volunteers.


Being your own first responder means having an emergency plan and enough supplies for you and everyone in your household to survive for at least two months following a disaster. This may sound overwhelming, but you're probably more prepared than you think! 


The Netarts community is likely to be isolated in certain emergencies, limiting first responder aid and access to government resources. Therefore, it is critical that our community members be prepared to respond in a self-sufficient manner.

Creating a Culture of Emergency Preparedness


NERV is fortunate to have support and guidance from Chief McBrayer of the Netarts-Oceanside Fire Protection District and the Netarts Oceanside Volunteer Firefighters Association. As we evolve, we will arrange for the necessary training, tools and practices so that both full and part-time Netarts residents will be prepared to take care of themselves and support their neighbors during an emergency.
